Bu çalışmanın amacı, EBYS'nin kuruma ve kurum içindeki bilgi yönetim sürecine sağlayacağı faydalar ile güncellenmekte olan mevzuatın kamu kurum ve kuruluşlarının belge yönetim kültüründe oluşturacağı değişiklik hususunda farkındalık yaratmak ve kurum içinde EBYS yapılandırma sürecinde rehberlik edecek bir yol haritası ortaya koymaktır. Bu çalışmada, literatür taraması yapılmış, özellikle yürürlükteki mevzuat detaylı bir şekilde gözden geçirilmiş ve kurum içinde EBYS yapılandırma sürecinde edinmiş olduğumuz tecrübelerden faydalanılmıştır. Güncelleme çalışmaları devam etmekte olan yeni mevzuat gereği yakın gelecekte her kurumun bünyesinde bir EBYS yapılandırmasının kaçınılmaz olduğu değerlendirilmektedir. Bu çalışmanın, kurum bünyesinde EBYS yapılandırmaya hazırlanan kurumlara rehberlik edeceğini ümit etmekteyiz.
The aim of this study is to create an awareness of the benefits of ERMS to an institution and its information management process and of the changes to the record management culture of public institutions and organizations, which are to be brought along with the legislation being updated, as well as to put forward a road map that will guide the configuration of an ERMS within an institution. Within the scope of this study, the relevant literature has been reviewed; particularly the legislation in force has been examined and experience we gained in the process of configuring an ERMS has been of use. It is considered that due to the legislation being updated, within the near future, configuring an ERMS in every institution is inevitable. We hope that this study would provide guidance to the institutions, which are prepared to configure an ERMS within their structure.
