Mütareke dönemi türk polis teşkilatındaki düzenlemeler

Diğer Türk devletlerinden farklı olarak Osmanlı Devleti'nde 19. yy.dan itibaren iç güvenliğin askeri teşkilattan ayrılmasıyla polis teşkilatı ortaya çıkmıştır. Meşrutiyet Döneminden sonra gelişmeye başlayan Türk polis teşkilatının eksikliklerinin giderilmesi için birtakım çalışmalar içerisine girilmiştir. İttihat ve Terakki yönetimleri tarafından sürekli savaş tehdidi altında bulunan bir devlette iç güvenlikte oluşabilecek sorunların ordunun dış güvenliği sağlama konusundaki faaliyetlerini olumsuz etkilemesinden endişe edildiği için polis teşkilatı bütçe ve kurumsal anlamda geliştirilmiş ve teşkilatın ülke içerisindeki etkisi ve yetkileri artırılmıştır. Avrupa'daki polis teşkilatları örnek alınarak yapılan düzenlemeler öncelikli olarak İstanbul Emniyet Müdürlüğü bünyesinde uygulanmış ve sonrasında da taşra polis teşkilatlarında yaygınlaştırılmıştır. Birinci Dünya Savaşı sonrasında Mütareke Döneminin zor şartları arasında polis teşkilatıyla ilgili yapılan bu düzenlemelerle; emniyet teşkilatı personelinin mesleki yeterliliğinin artırılması ve denetlenmesi, karakolların fiziki şartlarının iyileştirilmesi ve polislerin belli konularda uzmanlaşması amaçlanmıştır. Bu çalışmaların emniyet teşkilatının günümüzde ulaştığı seviyeye katkı sağladığı muhakkaktır..

Unlike other Turk states, the police force emerged in the Ottoman Empire in the 19th century, with the separation of internal security from the military organization. Turkish National Police, which began to develop after Monarchy period, embarked on some tasks to eliminate the deficiencies in their field. The government was under the constant threat of war by the Union and Progress Committee administration. It was worried that the internal security problems would negatively affect the army's activities to ensure the external security. So, police department was enhanced in terms of budget and structure. Its impact and authority were increased across the borders of the country. The arrangements which are made by modeling the police forces in Europe were primarily applied within the Istanbul Police Department and later extended to the provincial police stations. During the difficult situation of the armistice period after the First World War, with the arrangements made in terms of the police organization, it was intended to increase the professional competence of staff and supervision, improve the physical conditions of police stations and to specialize them in certain subjects. There is no doubt that these regulations contributed to the level of safety provided by today's police force.
