1895-1896 ermeni isyanlarının osmanlı vilayet idaresine etkileri -halep örneği-

1895-1896 yıllarında Osmanlı ülkesinin birçok bölgesi, Ermeni komitecileri tarafından organize edilen Ermeni isyanlarına sahne olmustu. Bu isyanlar ve sonrasında yasananlar hem ülkede barıs ve güven ortamının yok olmasına neden olacak hem de devletin idarî mekanizmasında içinden çıkılması oldukça zor olan bir kaosa sebebiyet verecekti. Özellikle batılı devletlerin ülke içindeki karısıklıkları önlemek bahanesiyle Osmanlı Devleti’nin idarî faaliyetlerine müdahaleleri, ülkenin kendi iç meselelerinin uluslararası birer sorun haline getirilmesinde de ciddi rol oynayacaktır. Ülke içinde bu kaotik durumun yasandığı yerlerden birisi de Halep Vilayeti’ydi. Halep Vilayeti’nde ülkenin birçok bölgesinde olduğu gibi ciddi bir Ermeni nüfus vardı ve bu bölgede de benzer isyanlar meydana gelmisti. Đsyancı komite üyelerine Ermeni toplumunun tamamı destek vermese de bu ilk silahlı isyanlar sonrasında Müslümanlar ve Ermeniler arasındaki güven duygusu zedelenmeye baslayacak ve idareciler açısından, giderek yayılan bu güvensizlik ortamını önleyebilmek oldukça güçlesecektir. Bu yıllarda Halep Vilayeti, isyanlar ve batılı devletlerin baskıları sonucu yerel idarecilerinin sürekli değistirildiği ve genel asayisin bir türlü sağlanamadığı bir yer konumundadır.

In the years of 1895-1896 many regions of the Ottoman State witnessed the Armenian rebellions organized by of the Armenian committee members. These rebellions and the succeeding events lead not only to an insecure and peaceless situation within the county but also to a chaotic environment in the government which was inextricably difficult to get through. In particular, the western countries’ interfering in the government’s administrations, pretending the disorder in the county, played an important role in bringing the domestic problems of the Ottoman State to an international stage. One of the provinces experiencing this disturbance so intensely was the province of Aleppo. There was a considerable Armenian population in the districts of the provinces in many of which same rebellions occured. Although not all the Armenians did support these rebellious committee members, the mutual sense of trust between the Muslims and the Armenians was going to begin to vanish after these first armed rebellions; and consequently, the administrators were going to have difficulty in preventing this disorder from spreading gradually. In these years, the province of Aleppo was in a position in which the administrators being constantly changed due to the rebellions and the westerners’ pressures and the order could never been restored.
