Regression analysis is used to investigate cross-provincial schooling patterns in Turkey for the years 1980 and 1994, using enrollment rate data by gender for the primary, middle, and high school levels computed here for the first time for Turkey’s provinces. The results suggest an increase in enrollments at all school levels in 1994 relative to 1980. However, the results also suggest that enrollment increases in the lower-income provinces have not kept up with enrollment increases in the higher-income provinces at the secondary school levels. Income and literacy effects in cross-province regressions for the changes in schooling levels between the two years appear to suggest that primary school enrollment levels in provinces of the lower-income regions are catching up to primary school enrollment levels in the higher-income regions. At the middle and high school levels, however, there is suggestion of a greater divergence in enrollment levels between the low-income regions of Turkey and the high-income regions. The results also indicate differing patterns for the gender gap in education at the primary level compared to the secondary school levels in both years.
