Türkiye’de su gücü ve küçük hidroelektrik santraller

Hidrogüç, dünyada pek çok ülke tarafından tercih edilen enerji üretim kaynakları arasındaki önemli aktörlerden birisi olmaya devam etmektedir. Son yıllarda AB ülkelerindeki enerji maliyetlerinde yükseliş ve artan dışa bağımlılık, bu ülkelerde hidrogüçten daha fazla enerji üretme isteğini beraberinde getirmiştir. Bu çalışmanın amacı, hidrogüçten enerji üretme alternatiflerinden birisi olan Küçük Hidroelektrik Santral (KHES)'lerin, dünyadaki, Avrupa'daki ve Türkiye'deki mevcut durumları incelenerek, KHES'lerin enerji potansiyellerini, katkılarını ve çevresel etkilerini ortaya koymaktır. Çalışmanın odak noktası, ülkelerin KHES enerji potansiyellerinin hesaplanma yöntemleri, bu alanda yapılan çalışmalar ve sonuçları ile KHES'lerin çevresel etkileridir. Ġlgili alanda yapılmış çalışmalar, uluslararası ve ulusal raporlar incelendiğinde, KHES'lerin enerji potansiyellerinin, ülke geneli veya bölgesel enerji ihtiyacını karşılamaktan uzak olduğu görülmektedir. Yapılan hesaplamalarda çevresel maliyetlerin düşük tutulduğu gözlemlenmiştir. Enerji alanında yapılan düzenlemelerin, ilgili bölge doğası, florası ve faunası ve bunların çevresel maliyetlerini ön planda tutmaksızın yapıldığı, bu suretle de KHES'lerin yüksek potansiyelli ucuz enerji kaynağı alternatifi olarak sunulduğu sonucuna ulaşılmıştır.

Hydropower is one of the most important actor among energy production resources which preferred by lots of countries in the world. Since the energy cost and the energy dependence on outside is increasing especially in EU countries, desire on energy production via hydropower is growing increasingly in these countries. In this study, it is focused on Small Hydropower Plants (SHP) which is one of the alternatives on energy production and investigated the current status of SHP in world, Europe and Turkey. It is also analysed SHP's contribution, potential and environmental effects. The main point of this study is the SHP energy potential calculation methods of countries, the studies on this area, results and environmental effects of SHPs. When we investigated the past studies and reports on these areas, it can be easily seen that SHP's are far away from meeting the energy requirement. It is also noticed that the environmental cost considered dramatically low. It can be said that the regulations on SHP is focused on profitability without considering related areas' nature, flora, fauna. By the way, it can be summarized that SHP's are presented as a cheap energy resource alternative with high potential for Turkey.
