Türkiye’de çevre yönetim sisteminin yerel örgütlenmesi

Çevre konusu günümüzde dünyayı ilgilendiren en önemli konulardan biri olmuştur. Gün geçtikçe artan küresel çevre sorunları, insan sağlığını ve refahını tehdit eder düzeye gelmiştir. Uluslararası boyutta olan çevre sorunları, Türkiye’nin de karşılaştığı ciddi sorunlardandır. Çevre sorunlarının toplum yaşamını olumsuz yönde etkilemeye başlaması, yeni politikaların geliştirmesine sebep olmuştur. Bu bağlamda ‘Çevre Yönetim Sistemi’nin oluşturulması, bu sorunlarının çözümde bir rol oynayacaktır. Diğer taraftan, yerel yönetimlere, bu sistemin geliştirilmesi ve uygulamasına bağlı olarak, çevre problemlerinin giderilmesinde önemli sorumluluklar düşmektedir. Bu çalışmada çevre, çevre yönetimi, çevre yönetim sisteminin örgütlenmesi ele alınacak ve yerel yönetim uygulamaları değerlendirilecektir.

Environmental concerns have become one of the most important issues facing the world today. Global environmental problems have continued to increase day by day and have reached a level that threatens human health and welfare. These international, environmental problems are also serious problems facing Turkey. The environmental problems that have adversely affected the life of the community have caused the development of new policies. In this respect, the creation of the ‘Environmental Management System’ will play a part in the solution of these problems. Moreover, local administrations have an important responsibility to eliminate environmental problems by further developing and implementing this system. In this study the environment, environmental management and the organization of the environmental management system will be discussed as well as a review focused on local administration applications.
