Türkiye’de rektör belirleme süreci ve ‘mütevelli heyeti’ tartışmaları

Türkiye'de modern üniversite sisteminin kurulmasından bu yana rektö-rün belirlenmesine ilişkin farklı uygulamalar söz konusu olmuştur. 1934 tarihli İstanbul Üniversitesi Talimatnamesinde müşterek karar-name ile atanan rektör, 1946-1981 arasındaki dönemde öğretim üye-leri tarafından doğrudan seçilmiştir. 1981 yılından 1992 yılına kadar atama yoluyla göreve gelirken; 1992 yılından itibaren ise üç aşamalı bir sistemle belirlenmektedir. Rektörün belirlenmesine ilişkin bu sis-tem, yaklaşık yirmi yıldır uygulanmakta olup, sisteme getirilen eleştiri-ler rektörlerin belirlendiği dönemlerde dozu artarak devam etmektedir. Günümüzde, yükseköğretim sisteminin revizyonu kapsamında rektör belirlemeye ilişkin değişiklik yapılması planlanmaktadır. Makalenin amacı, rektör belirleme yöntemi tartışmaları ekseninde, sisteme ilişkin sorunların ve çözüm önerilerinin neler olduğunu tespit etmek, bu öne-rilerin uygulanabilirliğini tartışmaktır. Çalışma dönemsel olarak YÖK'ün kurulmasından günümüze yaşanan gelişmeler ile sınırlandı-rılmıştır. Son yıllarda üzerinde ağırlıklı olarak durulan mütevelli heyeti-nin rektör belirleme sistemi açısından uygulanabilirliği de çalışma kap-samında incelenmiştir.

Since the early years of the Republic, there have been different practices related to the designation of a rector in Turkey. The rector designated according to the joint decree of the Regulations of Istanbul University, dated1934, was selected directly by faculty members in the period bet-ween 1946 and 1981. While rectors were designated from 1981 to 1992, this designation has been determined by a three-stage system since 1992. With a revision of Law no. 2547 in1992, a new and gradual selection system including certain features of designation and selection systems was introduced. This system, related to the designation of a rector, has been applied for the last 20 years. However, criticisms about the system increase by degrees in the period of designation of rectors. Today, modi-fications have been planned about the designation of rectors within the scope of revision of the Higher Education System. The purpose of the study is to determine the problems related to the de-signation system of rectors, identify the solutions and discuss their feasi-bilities in the frame of designation of rector discussions. This study is limited to the developments that have taken place from the time that the Council of Higher Education (YÖK) was founded to the present time. The feasibility of the board of trustees which is predominantly emphasized in recent years is also examined in terms of the socio-cultural structure of Turkey and designation system of rectors in the scope of the study.
