Gelişen teknoloji ile birlikte, yerel yönetim anlayışları da değişmekte ve gelişmektedir. Belirli kanunlar çerçevesinde işleyen yerel yönetimler, kaynaklarını en iyi şekilde kullanmak zorundadırlar. Halkına hizmet amacı ile çalışmakta olan yerel yönetimler, sınırlı olan kaynaklarından, optimum fayda sağlayabilmek için istatistiksel bilgileri en iyi şekilde kullanmak ve hayata geçirmeleri gerekmektedir. Şehirlerde yapılacak veya yapılmış olan fiziki değişikliklerin, halk üzerindeki etkilerinin istatistiksel olarak araştırılması, değişen dünya da yerel yönetimlerin bilinçli bir şekilde hizmet etmelerine imkân sağlayacaktır. Bu çalışmada Çorum şehrinin merkezinde, modern birkaç binanın (banka, eczane gibi) bulunduğu, çoğunlukla tek katlı evlerden oluşan, aynı zamanda tarihi yapılarında mevcut olduğu, “Çöplü” adı ile geçen Devane Bölgesinin kentsel dönüşüm projesi kapsamında yeniden yapılandırılmasının, şehir halkı üzerindeki etkileri araştırmak üzere bir anket uygulanmıştır. Anket verileri, SPSS programında değerlendirilmiştir. Elde edilen sonuçlar gerek Çorum ili yerel yönetimine gerekse diğer yerel yönetimlere, şehrinin fiziki modernizasyonundaki değişikliklerin halk üzerindeki olumlu/olumsuz yönleri hakkında bilgi vermeyi amaçlamaktadır.

The perspective of local governments have been changing and improving due to irresistible progressive development in technology so far. It can be asserted that local governments should use limited sources in the best way so as to sustain their lives within the framework of particular legislations. Unquestionably the core purpose of local governments is unquestionably to serve the people of affiliated community. In order to accomplish the mentioned that aim, limited sources should be exploited rationally, and statistical information should also be both analysed and applied to solve issues by local authorities. Doing the statistical researches involved the impacts of physical changes, either former or future, about structures of cities on people can enable local governments throughout the world to take decisions that will be the best solutions for local people’ requests. The main purpose of this research is to analyse the positive or negative effects of the removing the region so-called “Çöplü” as a requirement of Devane Urban Renewal Project, on local people by using specific questionnaire. Additionally, Çöplü is located in the Çorum city-centre and surrounded by mostly single-storey buildings, a few modern buildings (such as banks, pharmacies and so on) and also historical architectures. The outcomes of questionnaire are analysed by employing statistical programme, SPSS. Notably, this research aspired to illuminate the decision making process of local government of Çorum and other local governments on the issue of physical modernization which can effect local people positively or not, by applying anticipated results from the questionnaire.
