Büyükşehir belediyesi spor politikalarına yönelik hizmetlerin incelenmesi (kocaeli büyükşehir belediyesi örneği)

Bu çalışmanın amacı yerelde bu büyüklükte hizmet üreten bir kurumun spor yönetimi konusundaki eksikliklerinin belirlenmesi ve bu eksikliklerin giderilmesine yönelik önerilerde bulunularak yerel yönetimlerde eksik olduğu düşünülen spor hizmetlerinin, standart bir hizmet politikası oluşturularak uygulamaya geçirilmesine ışık tutmaktır. Halka en kolay ulaşan yerel yönetimlerin, doğru spor hizmet politikası izleyerek amatör ve profesyonel sporun yayılımına öncülük ederek sporun halkın yaşam felsefesi haline gelmesinde önemli rol oynaması amaçlanmaktadır.
Bu araştırmada tarama ve görüşmeye dayalı nitel araştırma yöntemleri kullanılmıştır. Görüşmeciler Kocaeli Büyükşehir Belediye’sinin ilgili birimlerinde görev alan altı yöneticiden oluşmaktadır. Görüşmecilere, çalışmaya katılan araştırmacılar tarafından geliştirilen uzman görüşleri ile tespit edilmiş 15 soru sorulmuştur. Elde edilen veriler kodlanarak tablolar oluşturulmuştur.
Sonuç olarak çalışmayı gerçekleştirmek üzere yapılan görüşmeler sonucunda; bulgular 12 başlık altına toplanmıştır. Bunlar belediyelerin ildeki spor hizmetlerindeki rolü, spor örgüt yapısı, spor politikası, spor hizmeti, spor hizmeti önceliği, spor’a bakışı, personel ve eğitimi, eşgüdüm, tesisler, spor kulübü, organizasyon ve beklentilerdir.
Bu başlıklar altında çalışmada şu sonuçlar önem arz etmektedir. Amatör sporun desteklenmesi, yayılması, halk kitlelerine ulaşmasının sağlanması ve yaşam için spor fikri ortaya çıkmaktadır.

Being one of the ‘Local Authorities’, Metropolitan Municipalities are the main service providers for the citizens in local basis. Both in terms of field of application and influence area, sport is one of the main provided services which shouldn’t be ruled out.The main aim of the paper is, to determine the insufficiency of the services of the local authority and by making suggestion to correct these insufficiencies in local authorities. Also, setting light for the sport services policies which are determined as lacking, by providing standard service policy. In this context; this paper aims at leading Local Authorities which are capable to reach citizens simply, by leading them to adopt a efficient sport policy to spread amateur and professional sport among the society as an life philosophy.
This study is carried out by using survey and face to face meetings techniques of qualitative research methods. Interviewers consist of six manager of Kocaeli Metropolitan Municipality. Interviewers are asked 15 questions whose reliabilities are proven by opinion of the experts. The responses of the interviewers are decoded and analyzed and gathered data’s were take part in created tables via codes.
As a result of the gathered responses of the interviews; the findings of the study were categorized under 12 different topics. These topics are determined as, the role of the municipalities in sport service of the districts, organizational structure of the sport institutions, policy of the sport, service of the sport, priority of sport service, view of the sport service, staff and education, coordination, facilities, sport club, organization and expectations respectively.
Under these topics these results, supporting amateur sport, dissemination of the sport and spreading it among the society as idea of ‘sport for the life’ become more of an issue.
