Makale Türkiye'de kadın ticaretini düzenleyen Türk Ceza Kanununun "Genel Kadınlar, Genelevlerin tabi Olacakları Hükümler ve Fuhuş Yüzünden Bulaşan Zührevi Hastalıklarla Mücadele Tüzüğü"nün teorik zeminini ve uygulamadaki sorunlarını kadın ticaretinin devlet eliyle düzenleyici yaklaşımının bir örneği olarak ele alacak ve tüzüğün temel insan hak ve hürriyetleri ile bağdaşmayan içeriminin etik ve ahlak ayrımı bağlamında açığa çıkan 'cinsiyet eşitsizliğine dayanan çifte standartını' tartışmaya açacaktır.

The article will discuss the theoretic ground and the problems of application of the rule "Woman Trade, the Rules that Fornices are Subject to and the rules of Struggling with Venereal Diseases that are Caused by Prostitution" of The Turkish Criminal Law which rules the trafficking of woman in Turkey as an example of the approach organizing the trade in woman by the government itself and will bring in to discussion "the double standard that relies on gender inequality" of the implications of the regulation. How it doesn't accord with basic human rights and personal liberty, which emerge in the context of the difference of concepts of morality and ethic.
