Türkiye’de yükseköğretim ve üniversitelerde stratejik planlama süreci

Türkiye'deki yükseköğretim kurumlarının yönetim sistemleri incelendiğinde tarihsel süreç içinde birçok evrelerden geçerek günümüzdeki aşamaya geldiği görülmektedir. Bu çalışmada Türk yükseköğretim kurumlarının yönetim sistemlerini etkileyen mevzuat, yönetim yaklaşımları ve reformlar tarihsel süreç içerisinde ele alınıp incelenmiştir. Özellikle Yüksek Öğretim Kurulu (YÖK) kurulduktan sonraki dönem ayrıntılı olarak ele alınmıştır. YÖK kurulduktan sonraki dönemde yükseköğretim kurumlarının mevcut durumu ve sorunları incelenmiştir. Daha sonra günümüzdeki yükseköğretim kurumlarında uygulanmaya başlanan stratejik yönetim yaklaşımının somut adımlarından birisi olan stratejik planlama süreci ele alınmıştır. Stratejik planlama sürecinin Türkiye'deki üniversitelerdeki uygulaması, gelişmiş ülkelerdeki uygulamalarıyla kıyaslanmıştır. Son olarak, Türkiye'deki üniversitelerde uygulanan stratejik planlama sürecine yönelik önerilerde bulunulmuştur.

When examining the management systems of the higher education institutions in Turkey, it is seen that it has reached the current level through several stages in the historical process. In this study, the legislation, management approaches, and reforms affecting the management systems of the Turkish higher education institutions will be analyzed in the historical process. The period after the establishment of Higher Education Council (HEC) will be discussed in detail. The situation in the higher education institutions after the establishment of HEC, the gains and losses stemming from it, will be analyzed. The strategic planning process which is one of the concrete indicators of the strategic management approach being used in the higher education institutions will be discussed. The strategic planning process which is being initiated in the universities of Turkey will be compared to the similar practices in the developed countries. Suggestions regarding the strategic planning process being implemented in the universities will be provided in the final section.
