Sosyal ve ekonomik haklar: sözler ve sınırlar

Kapitalizm kendis ini tarihsel olarak sosyal haklar söylemi üzerine temellendirmistir. Bu söylemin tarih içeris inde önemli ölçüde gerçeklestigi dönem ise yalnizca 'altin çag' olarak bilinen 1945-1975 arasidir. 1970'lerin ortasindaki petrol krizi ile birlikte hem merkez hem de çevre ülkelerde sosyal haklarda önemli kes intiler oldu ve bu süreç neoliberal çagda hizlanarak devam etti. Bu dönem boyunca sosyal politikalar üst siniflarin 'merhamet' ine indirgendi ve STK'lara havale edildi. OECD ülkeleri arasinda Türkiye sosyal haklari azaltmada en basarili ülkelerden biri oldu. Bu makale, Türkiye'de sosyal politikalarin mevcut durumunu OECD ülkeleri ile karsilastirmali olarak analiz etmeye çalismaktadir.

Capitalism based itself on the myth of social rights historically. The only time this myth substantially realized in the history of capitalism was "the golden age" (1945-1975). Coupling with the oil crisis of the mid 1970s, there have been significant cuts in the social rights of people both in the center and periphery countries, this process has gained pace in the neoliberal era. During this period, social polic ies reduced to "clemency" of upper c lasses and were left to the NGOs in general. Turkey is one of the most successful countries in destroying social rights amongst the OECD countries. This paper aims to investigate the current s ituation of social rights in Turkey while comparing the data with the OECD countries.
