Iktidarın dönüşen çehresi: neoliberalizm, şiddet ve kurumsal siyasetin tasfiyesi

Neoliberal iktidar yapısına içkin olan güvenlik paradigması, liberal rejim analizlerini zorlamaktadır. Hukuk devleti ve devlet-sivil toplum ayrımı gibi temel kategorileri muğlaklaştıran bir yönetim mantığı olarak neoliberalizm, farklı baskı ve şiddet mekanizmaları doğurmuştur. Güvenlik söylemi yönetim mantığını hem yatay (küreselleşme aracılığıyla dünyaya) hem de dikey olarak (sivil topluma) yayarak genişletir. Küresel piyasaya eklemlenen Türkiye'de de iktidar pratikleri kurumsal siyaset veya zihniyet sorununa indirgenemeyecek kadar karmaşıklaşmıştır. Dolayısıyla siyasal rejimi, neoliberal piyasa düzeninin yarattığı ekonomik çarpıklıklar, devletin yeniden yapılanarak toplumsal görevlerinden sıyrılma eğilimi ve eksilen otoritesini "terör" ve "güvenlik" söylemleriyle idame etmesi ekseni üzerinden tartışmak gerekmektedir.

The security paradigm inherent in neoliberal power structures cannot be sufficiently grasped through liberal political analysis. As a governmental logic, neoliberalism introduces ambivalence into the heart of such basic categories as constitutionalism and the state-civil society distinction and gives rise to new mechanisms of violence and oppression. Discourses of security expand governmental logic both horizontally (to various regions in the world through globalization) and vertically (to civil society). One should take into serious consideration the fact that in Turkey, now part of the global market, power structures have become far more complex than institutional political analyses or studies on political culture portray. In assessing Turkey's political regime, it has therefore become imperative to discuss the distortions in the fabric of society arising from neoliberal market economy, and the tendency of the state to shed its social duties through structural reforms while at the same time substituting for its weaning authority through discourses of "terror" and "security".
