Yerel basının etik sorunları

Giderek küçülen dünyada önem kazanan etiğin konusu, kısaca neyin doğru ve neyin yanlış olduğunun değerlendirilmesidir. Bu bağlamda basın etiği de günümüzde sık sık tartışılan konuların başında gelmektedir. Bu çalışmada yerel basının etik sorunları incelenmektedir. Yerel yönetimlerin denetlenmesi, yönetimle halk arasındaki ilişkinin sağlanması ve yerel kamuoyunun oluşturulması gibi işlevleri olan yerel basın, demokrasinin gelişmesi ve çok sesliliğin korunması açısından alternatif bir öneme sahiptir. Fakat ulusal basınla ilgili farklı bakış açılarına sahip araştırmaların aksine yerel basınla ilgili çalışmalar oldukça azdır. Bugün yerel basın birçok güçlükle karşı karşıya bulunmaktadır ve bu güçlüklerin başında ne yazık ki ekonomik sıkıntılar gelmektedir. Ekonomik sıkıntılar ise aynı zamanda etik sorunları da beraberinde getirmektedir. Bu makalenin amacı; yerel basının etik sorunlarını ortaya koymaktır. Bu nedenle ilk bölümde önce etik konusuna değinilmiş ve daha sonra basın etiği konusu kısaca ele alınmıştır. Çalışmada araştırma tekniği olarak literatür taraması yöntemi kullanılmış, konuyla ilgili araştırmalar değerlendirilmiş, özellikle etik, medya etiği, basın ve yerel basın alanındaki yazılı kaynaklar incelenerek derleme türünde nitel bir çalışma yapılmıştır. Sonuç olarak yerel basının ekonomik ve teknolojik sorunlarının yanı sıra etik sorunlarının da bulunduğu ve tüm bu sorunların yerel basının gereken öneme ve etkinliğe kavuşmasını engellediği saptanmıştır. Çalışmamızın son bölümünde ise yerel basının güçlenmesi için bazı öneriler getirilmiştir.

The subject of ethics, which is gaining importance in the gradualy becoming smaller world, is about evaluating what is rihgt or wrong. In this context, press ethic are frequently debated issues at the present day. In this study, ethical problems of local press are examined. Local press is important for the protection of multiple voices and also is important for the development of the democracy. Because it has functions such as the supervision of local governments, the management of the relationship between the public and local goverments again and the creation of local public opinion. But there are lots of researchs which have different perspectives about national press, on the contrary, there is rather few researchs about local press. Today, local press has to face many difficulties and unfortunately at the beginning of this difficulty comes from the economic difficulties. Economic difficulties at the same time, bring with the ethical issues. The purpose of this article is to reveal ethical problems of the local press. Therefore, ethical issues are addressed in the first part and then press ethic is discussed briefly. This article is a qualitative study so literature search technique was used as the study method, research on this subject was evaluated and especially written sources about ethics, media ethics, press and local press was examined. As a result it was confirmed that; beside the economical and technical problems, local media also has the ethical problems as well and all these problems prevent the local press to have the efficiency and the importance that it needs. In the last part of our study there are some suggestions for strengthening the local press.
