Başkanlık ve yarı-başkanlık sistemi; türkiye’de uygulanabilirliği tartışmaları

Ülkemizde süphesiz zaman zaman rejim krizleri yaşanmaktadır. Bunun en güzel kanıtı son 70 yılda 3 tane anayasa değiştirmemizdir. Buradan rejimde meydana gelen dalgalanmaları da anlayabiliriz. İkide bir anayasa yazan, degistiren Türkiye sıklıkla sistem degistirme moduna girmektedir. Aceleyle yapılan böyle bir değişiklik, sistemi siyasi istikrarsızlıga sürükler. Sistem değiştirirken önemli olan sistemin sadece hukuki mekanizmalarını değil mantığını da bilmemiz gerekir. Siyasi sistemler toplum yapısına nüfuz edici bir güçtür bu unutulmamalıdır. Yeni siyasi sistem toplumsal iliskileri düzenlerken sosyo-politik hayatı şekillendirirken, sistemi önerenlerin tahmin edemedikleri sonuçlara da ulasabilir, bu beklenmeyen sonuçlar toplumun iç ve dış uyumunu bozup, dağılmayı hızlandırabilir. Bu bakımdan Fransa’da siyasi istikrarsızlığa son veren, yeniden rejimi tesis ederek, demokratik süreç içerisinde niteliğini koruyan bu sistemi kabul etmeden önce, bazı yapısal özellikleri de göz önünde bulundurmamız gerekir.Aksi takdirde, sistem siyasi istikrarsızlığa sürüklenerek, sonuçta da ekonomik kriz kaçınılmaz olacaktır.

System of Presidecy ,

Undoubtedly, regime crises have been experienced in our country from time to time. The best proof for this is our having altered 3 constitutions in the last 70 years. From this point, we can understand the fluctuations which occur in the regime. Turkey, who writes and changes its constitution again and again has been taking the mode of system changing. Such an amendment which is made in a haste brings the system to a political instability.On changing the system,we should know not only the legal mechanisms, but also its logic which is of great importance.It should always be born in mind that political systems are powers which penetrate into the social structure. While the new political system is regulating the social relations and shaping the socio-political life,it may reach to results which those preferring the system couldn’t anticipate. These unexpected results may speed up disintegration by disrupting the internal and external adaptation of the society.In this respect,before accepting this system,which put an end to political instability in France by reestablishing the regime and kept its form in the democratic process, we should consider some structural characteristics.
