This study is a part of a larger research project. The main purpose of this article is to identify university students' opinions affecting their achievement of educational goals. The research data was collected from 1839 first-year and fourth-year students in 13 state universities. "The scale of Expectations and Problems of University Students" was used for the study. Subscales consisting of 26 items with the same root were used in this research to determine the "significance of the factors affecting the achievement of the educational goals" and "the quality of the department in terms of the factors affecting the achievement of the educational goals". The Cronbach's Alpha Reliability Coefficient of these two subscales is 0.91, and the Cronbach's Alpha Reliability Coefficient of the whole scale is 0.89. According to the results of the survey, students think that "the quality of instruction" is the most important factor (95.2%) to reach the educational goals. While 29.5 % of the students think the quality of instruction is "low", "poor" and "very poor", 66.9% think that it is "good" or "excellent". The main reason why the students think that the quality of instruction is poor is that "the faculty members lack concern and enthusiasm".
