Foreign language policy practices in turkey: from ottoman to republic

Throughout history foreing language learning and teaching has always been one of the main issues on every part of the world as well as it is in Turkey. Different variables became an influential issue on the choice of the foreign language to be learned. The choice of the language to be learned changed in accordance with the political, economical or the religious reasons. At different times in history, one or more of these reasons shaped the country's language policy. Today, foreign language education is a prominent issue on the country's educational agenda as it was in the period of the Ottoman Empire. Especially in recent years, speaking a second language has become an essential tool to keep up with new the developments and for international communication. As foreign language learning has been a long expressed concern and lack of foreign language competence among people is still an issue to be studied, there appeared the need for an analysis on the foreign language policies throughout the years. Therefore, the aim of this study is to look at the development of foreign language studies in our history and have a look at the issue in order to understand the reasons of the everchanging policy of FLT in Turkey.

Dil öğrenimi ve öğretimi dünyanın diğer bölgelerinde olduğu gibi ülkemizde de tarih boyunca ele alınan temel konulardan biri olmuştur. Ülkeler hangi yabancı dilin öğretileceğini farklı değişkenlerle belirlemişlerdir. Yabancı dil eğitimi, Osmanlı İmparatorluğu döneminde olduğu gibi bugün de ülkenin eğitim gündeminde yer alan önemli bir konudur. Yerel, bölgesel ve uluslararası ilişkiler yabancı dil öğrenme ve öğretmeyi belirleyen önemli seçim nedenlerinden bazılarıdır.Dil planlama politikaları belirtilen nedenler doğrultusunda çeşitli zamanlarda pek çok kereler değişmiştir. Özellikle son yıllarda, ikinci dil öğrenimi uluslararası iletişimi sağlamak ve dünyadaki yeni gelişmeleri takip edebilmek için vazgeçilmez bir araç halini almıştır. Bu çalışmanın amacı, Türkiye'de değişen yabancı dil eğitim politikasının nedenlerini ve tarihimizdeki yabancı dil geliştirme çalışmalarını değerlendirmektir.
