Türkiye sehir suyu arz sektöründe x-verimsizliğinin ölçülmesi

Çalısmamız, Türkiye’deki 16 Büyük Sehir Belediye Su Đsletmesinin 2005– 2007 dönemine ait faaliyet bilgilerine girdi-odaklı Veri Zarflama Analiz yöntemini uygulamak suretiyle sehir suyu tedarikindeki Farrell anlamda Xverimsizliğinin boyutunu ölçmeyi amaçlamaktadır. Sonuçlar, Türkiye sehir suyu arz sektöründe önemli ölçüde X-verimsizliğinin mevcut olduğuna isaret etmektedir. Nitekim dönem boyunca ortalama olarak faaliyet giderlerinde %30, çalısan sayısında %55 ve sebeke kayıp/kaçaklarında ise %45 dolaylarında tasarruf yapmak suretiyle aynı miktarda sehir suyunun arz edilmesi mümkün gözükmektedir. Söz konusu X-verimsizliğine en büyük katkıyı (%85’ten fazla) Đzmit, Đzmir ve Gaziantep’teki büyük sehir belediye su isletmeleri yapmaktadır. Rekabete dayalı piyasa denetiminin olmadığı mevcut durumda yeni kurulacak bağımsız bir su piyasası üst kurumunun bu tasarrufların gerçeklesmesini sağlayacak müsevvikleri yaratması mümkündür.

This paper aims to measure the extent of Farrell’s X-inefficiency in the Turkish urban water provision by applying the input-oriented Data Envelopment Analysis to 2005-2007 data of water supply divisions of 16 Metropolitan Municipalities. The results indicate to the existence of noticeable amount of Xinefficiency in the Turkish urban water supply sector. Evidently during the period the same amount of water could have been supplied by saving on average 30% of operating expenses, 55% of labour force, and 45% of network losses. The major contributors (over 85%) to the X-inefficiency are the water supply divisions of Đzmit, Đzmir and Gaziantep Metropolitan Municipalities. At the absence of market regulation of competition, a newly established independent water market regulatory authority could provide incentives to attain these savings.
