Bir politika değişkeni olarak işsizliğin ölçülmesi sorunu ve türkiye’ de gerçek işsizlik oranı

Bu çalışmada, ekonomik ve sosyal gelişmenin temel göstergelerinden biri olan ve işgücü piyasasına yönelik politika oluşturulmasında kritik bir öneme sahip işsizlik oranının ölçülmesi ve değerlendirilmesi konusu incelenmektedir. Türkiye’ de işgücü piyasasına yönelik olarak esas kaynak kabul edilen, DİE’ nin Hane halkı İşgücü Anketleri, DPT’ nin çalışmaları ve İŞKUR’ un yayınları işsizliğin miktar ve oran olarak tespit edilmesinde yetersiz kalmaktadır. Çalışma bu noktadan yola çıkarak, Türkiye’ de gerçek işsizlik oranının hesaplanması konusunda üzerinde durulması gereken temel kavramları analiz etmektedir. Bu bağlamda ele alınan başlıca konular eksik istihdam, işgücü dışındakiler, kayıt dışı istihdam ve tarımsal istihdamdır. Tüm bu unsurlar işsizliğin ölçülmesi analizine dahil edildiğinde, işsizlik değişkeni miktar ve oran olarak değişmekte ve Türkiye’ de işgücü piyasası alanındaki politikaların yeniden gözden geçirilmesi gündeme gelmektedir.

In this study, the measurement and evaluation of unemployment rate which is one of the basic indicator of economic and social development and which has a critical role on making policy for the labor market is analyzed. The Survey of Labor Market of SIS (State Institute of Statistics), the studies of SPO (State Planning Organization) and the publications of ISKUR (Labor Organization of Turkey) taken as the main sources concerning the labor market in Turkey are insufficient for determining the amount and the rate of unemployment. Taking this result as a base, the study attempts to analyze the main subjects in measuring the real rate of unemployment in Turkey. In this respect, the main subjects considered are, underemployment, not in labor force, unregistered employment and agricultural employment. When all these issues are taken into consideration in the analysis of measurement of unemployment, the amount and rate of this instrument change and the revision of the policies concerning labor market in Turkey becomes necessary.
