Türkiye’de konut sorununun çözümünde farklı bir yaklaşım; belediye-toplu konut idaresi-konut kooperatifleri işbirliği modeli

The problem of housing cannot be surmounted by solely producing houses. The produced houses should be accessible or affordible by the fixed income earners middle and under classs who are unjustly treated in relation to the problem of housing. So far, while private sector has become dominant in house production, the government has not pursued an effective, consistent, long range social housing (affordable housing) policy. Increasing number of tenants in metropolis cities are bare evidences of this situation.
The extent and the importance of the problem requires new housing supply models. The cooperation of municipality-Mass Housing Administration-housing cooperatives model has important advantages in this respect. Cooperation of municipalities which are accessible to citizens and the housing cooperatives based on solidarity, if supported by the central government, will decrease land and building costs, return urban land rents to the public and produce modern living areas in cities.
This model has a potential for overcoming the problem of housing as can be seen in Batıkent and other examples.

Konut sorunu sadece konut üreterek asılacak bir sorun degildir. Üretilen konutların özellikle konut sorununun asıl magduru olan sabit gelirli alt ve orta sınıf için ulasılabilir olması gerekmektedir. Günümüze kadar özel sektörün belirleyici oldugu konut üretiminde, devlet; etkin, tutarlı ve uzun soluklu bir sosyal konut politikası uygulamıs degildir. Özellikle büyük sehirlerdeki kiracı sayısındaki artıs, kentleri çevreleyen gecekondular bu durumun en açık delilidir.
Sorunun büyüklügü ve önemi yeni konut sunum modellerini gerekli kılmaktadır. Belediye-Toplu Konut daresi- Konut Kooperatifleri modeli bu bakımından önemli avantajlar sunmaktadır. Kenti biçimlendiren, her türlü kentsel sorun karsısında halkın ilk basvurdugu adres olan belediyeler ile yapısı geregi dayanısmanın esas alındıgı konut kooperatiflerinin isbirliginin merkezi idare (TOK) tarafından desteklenmesi arsa ve konut maliyetlerini düsürecek, halk katılımını artıracak, kentsel rantı kamuya kazandıracak, çagdas kentsel yasam alanlarının ortaya çıkmasını saglayacaktır.
Basta Batıkent olmak üzere onlarca örnegi bulunan bu isbirligi modeli konut sorununun asılmasında önemli bir potansiyeli içinde barındırmaktadır.
