Türkiye’de kırdan kente göç olgusu üzerinde kırsal kalkınma politikalarının işlevselliği

Türkiye’de 2001-2006 döneminde kırdan kente göç hızlı biçimde artış göstermiştir. Göç ile beraber, tarımsal işgücü diğer sektörlere yönelmiştir. Çalışma, yapısal bir dönüşüm olan bu süreci incelmekte, konu ile ilgili makalelere yer vermekte ve kırsal kalkınma politikalarının bu dönüşümdeki yapıcı rolü üzerine vurgu yapmayı amaçlamaktadır. Çalışmada kırdan kente göç ve ardından gelen işgücü dönüşümünün sosyal ve iktisadi dengelere zarar vermesinin önlenmesinde etkin kırsal kalkınma politikalarının uygulanması gerektiği vurgulamaktadır. Politika etkinsizliğinin yaşanması, sürecin denge dışına kayması ve istikrarsız bir boyut alması durumunda, toplumun genelinde artan işsizlik kalıcı olabilecektir.

In Turkey in the period of 2001-2006, migration from rural to urban has been increased rapidly. With migration, agricultural labor force has been edged towards other sectors. The article aims to analyze this process, which is structural transformation, gives the relevant works had been done previously and to emphasize the constructive role of rural development policies on this transformation. In the article, it is stressed that, to prevent rural-urban migration and the damaging affects of labor force transformation to social and economic equilibriums; effective rural development policies should be executed. The article is concluded with an idea that in a situation where policy inefficiency and the shifting out from the equilibrium and gets unsteady dimension occurs, increasing unemployment will be permanent among the society.
