The Ottoman state first attempted to introduce various regulations and reformations to recover its strength and then, to maintain its existence when it had lost its power and begun to lose ground in administrative, military and financial fields. While these regulations were limited only to the military fields at first, later a broader range of regulations were introduced. Of these regulations, the one was related to the “Organization of Province Regulations”, which was formed in administrative field and put the Ottoman state to a new division. With these regulations, the structure of the Ottoman Provincial Organization was reassessed and the deterioration was tried to be prevented in administrative, military and financial fields. Especially after bordering with Russia, the importance of the province of Erzurum grew more and went on into the journey through history as the Province of Erzurum.
