This article presents the history of the Fatwâkhâna in Istanbul. Besides considering the functioning of the Fatwâkhâna in preparing fatwâs and the Ottoman fatwâ document itself, it considers ways in which efficiency was improved. It also discusses the salaries received, the fees collected for producing each hand written fatwâ, and the issue of bribery. Of special importance, this article considers several of the nizamnâmes that regulated the Fatwâkhâna and some government publications mentioning the Fatwâkhâna. These sources indicate various rules and some of the changes made, such as the 1913 reorganization of the Fatwâkhâna to begin a systematic fatwâ collection based on arriving at decisions more in keeping with the times and on looking to other schools of law besides the Hanafi school. The article concludes that the Fatwâkhâna’s work was ended just as it was becoming more likely to bring about change.

Bu makalede, Osmanlı şeyhülislamlık (meşihat) makamı içerisinde müstakil bir birim olarak faaliyet gösteren fetvâhâne bölümünün kuruluş ve işleyişi incelenmektedir. Fetvâhânenin kuruluş ve gelişme süreci geniş bir şekilde ele alınarak, burada gerçekleştirilen fetva işlemleri ile fetva bürokrasisi anlatılmıştır. Ayrıca, çeşitli tarihlerde fetvahaneyle ilgili olarak çıkarılan birtakım nizamname ve yönetmelikler açıklanmaya ve değerlendirilmeye çalışılmıştır.
