Büyük britanya ve kuzey irlanda birleşik krallığı’nda bölge yönetimleri

1980’li yılların başından itibaren Avrupa Birliği’nde bölge yönetimleri, Avrupa’nın entegrasyonu bakımından önem kazanmıştır. Bunda, ulusüstü bir yapıyla ortaya çıkması muhtemel merkezileşme eğilimlerine duyulan bir tepkinin ve dolayısıyla, Avrupa’nın çeşitliliğini koruma isteğinin olduğu düşünülmektedir. Bugünkü önemlerini kazanmaları ise, Maastricht Antlaşması (1990) ile olmuştur, diyebiliriz. Avrupa Birliği’ne aday ülke olan Türkiye’nin, bu süreç zarfında, yönetsel ve siyasal yapısında değişiklik yapması muhtemeldir. Üstelik, Türkiye’de farklı çevrelerce de zaman zaman bölge yerel yönetimlerinin kurulması gerektiği dile getirilmektedir. Onlara göre, Türkiye’nin üniter bir yapıya sahip olması bu yönetimlerin kurulmasına engel değildir. Bu bakımdan, bir AB ülkesi olan ve üniter bir yapıya sahip olan Büyük Britanya ve Kuzey İrlanda Birleşik Krallığı, incelemeye değerdir.

Starting from the very beginnings of 80’s, the regional governments in EU have become so important in the sense of integration of Europe. The reason for that may be the reactions against the possible centralization tendencies that may be established by a structure over the nations, and the intention to preserve the diverse structure of Europe. We can assert that they have obtained the importance they have today by the means of Maastricht Contract (1990). It is possible that Turkey, during that period, may make some modifications in its administrative and political structure as a candidate. Furthermore, in Turkey, some groups sometimes suggest that local governments shall be established. For these groups, the united structure of Turkey is not an obstacle in front of the attempts to establish such a structure. In that sense, it is possible for us to make a survey on the United Kingdom of Great Britain and Northern Ireland, since it is an EU member country having a united structure.
