Mustafa Kemal, who sat off the national struggle, arrived in Samsun on the 19th of May, 1919 as the inspector of 9th army. Although he was called back and dismissed by Istanbul Government, he maintained his activities in Anatolia with the support of commanders on active duty. Many governors, who witnessed the support of the commanders, developed an attitude in favour of national struggle. Istanbul Government, which thought that just sending orders from Istanbul would be enough to do whatever they wished, tried to prevent Erzurum Congress from gathering by intimidating governors and commanders with letters of threat.
