Işletmelerde iç kontrol sisteminin etkinliğinin incelenmesi ve trakya bölgesindeki ayçiçek yağı sektöründe bir araştırma

Globalleşme ile gelişen ekonomik ilişkilerin etkisiyle işletmeler fiziki olarak büyüdükçe, işletme faaliyetleriyle oluşan işlemlerin, sayılarının çokluğu ve karmaşıklığı işletme yönetiminin işletme faaliyetlerini doğrudan doğruya kontrol etme olanağı kalkmıştır. Dolayısıyla ortaya çıkan doğru ve güvenilir bilgi ihtiyacı, iç kontrolü vazgeçilmez hale getirmiştir. Son yıllarda yaşanan muhasebe skandalları ve usulsüzlükleri, işletme yönetimleri ve bağımsız denetim firmalarına olan güveni sarsmıştır. İşletme ve işletme ile ilgili taraflar açısından olumsuzluk oluşturan bu durumun temel nedenlerinden birisi de, iç kontrol ortamlarının zayıflığı ve etkin bir iç kontrol sisteminin mevcut olmamasıdır. Ayçiçeği yağı sektörü Türkiye açısından en önemli sektörlerden birisidir. Bunun nedeni ayçiçeği bitkisinden; yağ, yem, boya maddesi, yakıt ve çok az miktarda da olsa sabun yağı elde edilmesidir. Ayçiçek yağı sanayi sayesinde ambalaj, kimya ve yem sanayi de canlılık kazanmaktadır. Yıllık ortalama 900 bin ton ayçiçeği üreten Türkiye, kendine yeterli olmadığı için bu üründe net ithalatçı konumundadır. Toplam 3 milyar dolarlık bitkisel yağ ithalatının yaklaşık üçte birini ayçiçeği oluşturmaktadır. Bu çalışma ile Trakya Bölgesinde Ayçiçek yağı sektöründeki mevcut iç kontrol sistemlerinin durumunun tespit edilmesi amaçlanmış, bu amaçla dünyada geliştirilen etkin iç kontrol yapıları ve iç kontrol kullanım zorunluluğuna ilişkin mevzuatlar incelenmiş, etkin bir iç kontrol sisteminin işletmede ne şekilde kurulacağı ve iç kontrolün etkinliğini ölçmek ve bu sektörde iç kontrole verilen önemi tespit etmek amacıyla anket çalışması yapılmıştır.

As business grow physically with the effect of economic relation growing as a result of globalization, transactions formed by business activities; the complexity and the multitude of its numbers have removed the opportunity of checking directly the business activities for business management. So; the need of correct and reliable information that has arisen makes internal control indispensable. Accounting scandals and irregularities experienced in recent years have shaken the confidence related business management and independent audit firms. One of the fundamental reasons of this situation that forms negativity in term of the business and the parties related to business is that an effective internal control system does not exist and the weakness of internal control environment. Sunflower oil industry sector is one of the most important sectors for Turkey. The reason of this is that the plant of sunflower is benefited for producing oil; fodder, paint substance, fuel even in little numbers but soap oil. Thanks to the sunflower oil industry; packing, chemistry and fodder industry gain vitality. Producing 900 thousands tone of sunflower, Turkey is in a position of net importer of that product because of the fact that sunflower is not enough for the country. Sunflower composes approximately one third of total 3 billion dollar of vegetal oil imports. With this study, it is aimed to determine the situation of present internal control systems on sunflower oil industry sector in Thrace Region. With this aim; regulations related to active internal control structures developed in the world and necessity of using internal control have been examined. Questionnaire study has been done with the aim of examining in what way an active internal control system will be established in a business, evaluating the activity of internal control and determining how much importance is being given to the internal control by this sector.
