Ekonominin önemli bir parçası: savunma sanayii

Türk savunma sanayiinin son yıllarda hızlı bir yükseliş eğilimi yakaladığı görülmektedir. Bu hızlı yükselişin sürdürülebilirliği için bundan sonra daha hassas analizlere ihtiyaç duyulacağı bir gerçektir. Türkiye'nin bulunduğu coğrafi konum itibariyle, barışın ve caydırıcılığın korunmasında savunma sanayiinin yüksek teknoloji ürünleri üretebilir olmasının önemi çok büyüktür. Ancak, milli güç unsurlarına dayanmayan bir savunma sanayiinin yeterliliğinden ve sürekliliğinden söz edilebilmesi pek mümkün görünmemektedir. Çünkü, savunma için gereken her türlü araç, gereç ve teçhizatın büyük oranda yerli kaynaklardan karşılanıyor olması önemli bir zorunluluktur. Savunma Sanayii Müsteşarlığı'nın kuruluşunu takiben gerçekleştirilen yatırımlarla, kara, hava ve deniz sistemleri bazında çeşitli alanlarda yurt içi imkan kazanılmıştır. Bu kapsamda, sistem entegrasyonu, komuta kontrol, haberleşme, elektronik harp ve ateş gücü gibi alt sistemlerde de ciddi bir altyapı oluşmaya başlamıştır. Bu çalışmada, Türk Savunma Sanayii hakkında genel bir bilgi verilmekte, sektörün ekonomideki yeri ve önemi üzerinde durulmaktadır. Sektördeki hızlı yükselişe rağmen, savunma sanayiinde istenilen düzeye ulaşılamama nedenleri ele alınmakta ve bu konuda bir takım çözüm önerileri sunulmaktadır.

Turkish defense industry has been captured by a rapid upward trend in recent years. Hereafter, there will be needed more precise analysis for the sustainability of this rapid rise. With respect to the importance of Turkey's geographical location, the production of high-tech commodities by the defense industry for the protection of peace and deterrence is very important. However, it is not likely to mention a strong defense industry which does not rely on national power. It is important that the factors of production are substantial to retain any sort of supply to produce vehicles, equipments and related things from domestic sources.The investments followed by the establishment of Undersecretariat for Defence Industries on the basis of land, air and sea systems have gained domestic opportunities in various fields. In this context, there has been a beginning of serious infrastructure in the sub-systems such as the system integration, command, control, communications, electronic warfare and fire power.In this study, I provide an overview of the Turkish Defense Industry and focus on the position and importance of this sector in the Turkish economy. Despite the rapid growth in the industry, the reason for not achieving a desired success grade in this sector is studied and various suggestions are offered in this regard.
