Türk demiryolu sektörünün rekabete açılması ve diğer ulaşım türleri ile rekabet edebilir bir yapı kazanması, ulusal ulaştırma hizmetlerinin geleceği açısından büyük önem arz etmektedir. Sektörün rekabete açılabilmesi için ilk olarak altyapı ve işletmenin ayrılması ve daha sonra mevcut kamu kuruluşunun şirketleştirilmesi gerekmektedir. Bu aşamadan sonra, pazar içinde rekabet ve pazar için rekabet uygulamalarından birine veya her ikisine de yer verilerek sektöre rekabetçi bir yapı kazandırılmalıdır.

Opening Turkish railroad transportation services to competition is crucial for its future. Competition in railroad services may include both obtaining and maintaining the competitive market structures starting from the railroad transportation industry to the transportation sector as a whole, including but not limited to transportation through highways and waterways. Obtaining and maintaining a competitive market structure in the railroad transportation services; however, implies a set of stages: First, separation of ownership and maintenance of the infrastructure from businesses of actually doing the transportation activities should be done. Then, establishing independent corporations that focus on profit maximizations on each separated activities is needed. Finally by means of choosing either competition for market or competition in market or both methods, competitive market structure may be maintained in the industry.
