Orta asya türk cumhuriyetleri’nde su yönetimi sorunları

Artan su sorununu çözümlemek, Türk Cumhuriyetlerinin asgari koşullarda politika uyum sürecini gerektirmektedir. Özellikle son dönemde Kırgızistan'da yaşanan Kırgız-Özbek çatışması, bu cumhuriyetlerin ekonomik olarak bütünleşme çabalarına ağır bir darbe indirmiştir. Bu çatışmanın arkasında yatan siyasi ve ekonomik sorunların çözümünde başlangıç olarak suyun iki halk arasında –Kırgız ve Özbek- adaletli bir şekilde ortak yönetimi; gelecek nesillere bu kaynakların yetirilmesi önemli bir rol oynayacaktır. Bu çalışmada, suyun etkin kullanımından kasıt, iki toplumun refahının arttırılabilmesidir. Yüksek miktarda pamuk üretiminde ve ihracatında dünyada söz sahibi olmak için Orta Asya su kaynaklarının büyük bir kısmının kullanımı, Sovyetler Birliği'nden günümüze izlenen bir politika olarak zaten varola gelmiştir. Bunun sonucunda, hem ekolojik bir yıkım meydana gelmiş, hem de günümüzde etnik çatışmalara neden olan bazı yapısal çarpıklıklar oluşmuştur. Bu çalışmada; özellikle kırsal kesimde meydana gelen, suyun ortak yönetimiyle ilgili mikro ve makro sorunlara dikkat çekmek amaçlanmaktadır. Türk Cumhuriyetleri'nde yeniden toplumsal barışı sağlama ve entegrasyona gidebilme yönünde, kamu mallarının idaresi anlamında önemli bir adım olacaktır.

To solve the rising water problem, it is need to the political synchronization of the Turkic Republics amongs themselves in optimal stuations. Especially, in the recent periods appearance of the ethnic conflict between the Kyrghyz and Uzbeks in Kyrghyzistan, made a deep impact to the economic integration endeavours of this republics. As a begining to solve the economic and political problems, from the conflict, it will be an important role to fair and well-attended management of water between two nation –the Kyrghyz and Uzbeks and sustain this resource to the next generations. In this study the sense of using water efficiently is to be used to ensuring the prosperity of two peoples. However, from the Soviet Union age to recent times, it has been the mean target to take a big share of the world production and export of the cotton. Therefore, the big part of Central Asian water resources have exhausted. As a consequence of this both ecological disaster and and some economic failures cause the recent ethnic conflicts have occured. In the study, it is aimed to draw an attention on especially problems of water management in terms of both micro and macro level in rural areas. For providing the social peace again and going to the entegration among the Turkic Republics, the endeavour of common water management will be an important step for the administration of common properties.
