Organizasyon performansında iyileştirmeler ve referans kümesi: üniversite örneği

Performans ve etkinliğin öneminin arttığı günümüzde organizasyonların nasıl etkinliklerini artıracağı sorusu önem kazanmaktadır. Bu sorunun cevaplarından biri en iyi performansı yakalayan organizasyonlardan birini rol modeli olarak ele alarak ona benzemeye çalışmaktır. Bu çalışmada iyi performans gösteremeyen birimlerin etkin olabilmeleri için örnek almaları gereken rol modeli birimlerin belirlenmesine çalışıldı. Bu süreçte veri zarflama modeli kullanıldı. Çalışmada devlet üniversiteleri 2004-2005 yılı için değerlendirildi. 17 etkin üniversite referans kümesi olarak tespit edildi. 22 üniversite Ölçeğe Göre Artan Getiri,2 üniversite Ölçeğe Göre Azalan Getiri ölçek özelliğini gösterdiği belirlendi.

Today, when performance and efficiency increase their importance, the question of how organizations can rise their efficiency comes to the fore. One of the answers of this question is to take one of the organizations that has performed best as a role model and try to resemble it. This study was an attempt to determine the role model units which should be taken as an example by the units with a poor performance so as to be efficient. Data envelopment analysis was used in this process. In the study, state universities were evaluated for the term 2004-2005. 17 efficient universities were determined as reference set. It was found out that 22 universities exhibited Increasing Returns to Scale and 2 universities exhibited Decreasing Returns to Scale.
