In this study, science and technology policies of Turkey after the 2000 institution of the library aimed to evaluate the approach. Conceptual information is given on the subject, then the Technology Development Zones Law (2001), Law on the Promotion of Research and Development Activities (2008), Science, and Technology of the Ministry of Industry Decree Law on the Organization and Duties (2011), Technology Development Zones Application Regulation (2002), Research and Development Activities for Supporting Application and Control Regulations (2008), No. 5746 Law on the Promotion of Research and Development Activities, General Communiqué (2008), the Ministry of Industry and Commerce 2010-2014 Strategic Plan, Long Term Strategy and Eighth Five-Year Development Plan 2001-2005, the Ninth Development Plan (2007- 2013), Information Society Strategy (2006-2010) and Action Plan, the Medium Term Program (2012-2014), State Planning Organization’s Strategic Plan (2009-2013), Turkish Science and Technology Policy (1993-2003), the National Science and Technology Policies: 2003-2023 Strategy Document (Vision 2023), Science and Technology Policies Implementation Plan (2005-2010), the International Science, Technology and Innovation (BTY), Strategy Implementation Plan (2007- 2010), National Innovation Strategy (2008-2010), the 22nd Meeting of Supreme Council for Scienceand Technology, the National Science, Technology and Innovation Strategy (2011-2016), Science and Technology Human Resource Strategy and Action Plan (2011-2016) and TUBITAK Strategic Plan 2008-2012, National Programme of Turkey fort he Adoption of the EU Acquis (2008), Turkey’s Programme for Aligment with the Acquis (2007-2013), 59, 60 and 61 Government Programs, the Justice and Development Party (AKP), Republican People’s Party (CHP), the Nationalist Movement Party (MHP) and the Peace and Democracy Party (BDP) Programs, were investigated. As a result, Turkey’s science and technology policies of the institution of the library approach is extremely weak and not seen as a compulsory part of this policy is understood the institution of the library. Librarians for the creation of a modern science-technology policy to intervene in policy processes is proposed.
