Borç kıskacında türkiye ekonomisine tarihsel bir bakış: borçlanma üzerine çıkarılacak dersler

Türkiye ekonomisinde istikrarsızlığın yaşandığı dönemler ile borçlanma problemi arasında güçlü bir ilişki söz konusudur. Artan borç stoku, fiyatlar genel düzeyi, faiz oranı, özel kesim yatırımları, işsizlik gibi ekonomik ve sosyal problemlere yol açmaktadır. Diğer bir ifadeyle artan borç stoku makro iktisadi performansı olumsuz etkilemektedir. Artan borç stokunun iktisadi değişkenler üzerindeki etkisi dikkate alındığında kamu borçlanmasının oluşumu ile ilgili tarihsel arka planı ele almak son derece anlamlı görünmektedir. Bu çerçevede bu çalışmanın amacı, Türkiye’de kamu borçlanmasının gelişimini tarihsel bir perspektiften incelemektir

There is a strong correlation between the issue of borrowing and the periods in which Turkish Economy experienced instability. Increasing debt stock brings about social and economic problems such as general level of prices (high prices), interest rate (interest rates), private sector investments and unemployment. In other words, increasing debt stock influences macro economic performance negatively. When this impact of increasing debt stock on economic variables is taken into consideration, it is reasonable to analyze the historical background related with emergence of public borrowing. The purpose of this research, therefore, is to analyze the development of public borrowing in Turkey diachronically.
