Emekli erkânıharp miralay selahattin bey’in ii. meşrutiyet’in ilânına katkısı

İttihat ve Terakki Cemiyeti, Osmanlı Devletinde istibdat yönetimine son vermiş ve meşrutiyetin yeniden ilân edilmesini ve Osmanlı Devletinin birliğinin sağlanmasını amaçlamıştır. İttihat ve Terakki Cemiyeti, gizli olarak teşkilatlandığı Makedonya bölgesinde meşrutiyetin ilânı için eylem planlamıştır. Cemiyet, eylem aşamasında padişahın, bölgedeki faaliyetlerden haberdar olacağı ihtimalini değerlendirmiş ve bu duruma yönelik tedbirler almaya çalışmıştır. Bu kapsamda cemiyet, Makedonya bölgesinde başlayacak bir ihtilâl için sarayın Anadolu'dan (özellikle de İzmir'den) asker göndereceğini tahmin ederek bir yıl öncesinden çalışmalara başlamıştır. Bu amaçla, 1907 yılında İzmir'de görevli olan Erkânıharp Kaymakam (yarbay) Selahattin Bey, Dr. Nazım tarafından cemiyete kazandırılmıştır.

The Union and Progress Party ended the autocratic government in the Ottoman State and had the purpose of the proclamation of Constitution anew, thus leading to the unity in the State. The Union and Progress Party planned a move in the Macedonia region, where it had secretly became organized, for the proclamation of Constitution. Based on the possibility that the Sultan would get aware of their activities in the region, the party tried to take various measures against this. For this purpose, the party had started work one year before as they guessed that the Government (the Sultan's House) would possibly send troops from Anatolia (especially from İzmir) to suppress the revolt. Then, Staff Lieutenant Colonel Selahattin Bey, while being on duty in izmir, was gained by Dr.Naz›m to the party to this end.
