Teknoloji transferi, teknoloji yoksulluğu mu?

Çalışma teknolojik gelişme kavramının gelişmekte olan ülkeler için önemini ve teknoloji transferi sürecini kalkınma iktisadı açısından değerlendirmeyi amaçlamaktadır. Çalışma teknolojiyi üretemeyen ve/veya doğru teknolojiyi, doğru biçimde transfer ederek üretim süreçlerine dahil edemeyen ülkelerin "teknoloji yoksulluğu" döngüsünden kurtulamayacağını savunmaktadır. Bu süreçte -her ne şekilde sağlanmış olursa olsun- teknolojik gelişmeyi, kalkınma sürecinde tek başına 'kutsal bir kurtarıcı' olarak algılamak gelişmekte olan ülke ekonomilerini, yoksulluğun yapısal sebeplerinden uzak bir büyüme ve kalkınma çabasında olmaya itmektedir. Çalışma bu bakış açısından hareketle ve özetle 'teknolojiyi üretemeyen ve/veya doğru teknolojiyi, doğru biçimde transfer ederek üretim süreçlerine dahil edemeyen ülkelerin 'teknoloji yoksulluğu' döngüsünden kurtulamayacağını' savunmaktadır

This study analyzes the significance of technology for the developing countries and discusses the process of technology transfer from the perspective of development economics. The study argues that those countries that cannot produce technology or those that can neither transfer the right technology nor incorporate it into the production processes will inevitably fall into the trap of "technology poverty." This study also suggests that perceiving the technological development as the single "holy savior" regardless of how it is attained, the developing countries are far from realizing the structural roots of poverty in their struggles for growth and development. In brief, this study argues that "if a country cannot produce its own technology or cannot transfer the right technology properly in the technology transfer process, it cannot get rid of the dilemma of technological poverty".
