Postmodern ideoloji, siyasetten arondırma süreci ve türkiyede siyaset

Özet Türkiye'nin içinde bulunduğu siyasal durum, siyasetten anndırma süreci olarak tanımlanabilir. Siyasetten anndırma, tophimsal gruplann siyasal karar alma süreçlerinden uzaklaştınlması' olarak tanımlanacağı gibi, ,toplumsal ilişkileri düzenlemeye yönelik her türlü karar alma sürecinin siyasal yönünün toplumdan uzakta korunakh bir yere yerleştirilmesi olarak da nitelendirilebilir. Bu çalışmada, siyasetten anndırma sürecinin ideolojik arka planı, modernleşme kuramılpostmodernizm sürekliligi bağlarınında irdelenmeye çalışılacak. Çalışmanın birinci bölümünde siyasetten anndırmanın pratiği, yeni-sağ iktisat siyasalannın sonuçlan çerçevesinde irdelenmeye çalışılacak. Ardından, pratikboyut kendi içinde iki alt başlık altında incelenecek. İlk olarak, yeni sağ iktisat politikalann yarattığı yoksulluk, işsizlik, gelir dagılımının bozulmasına karşı, kitlelerin geliştirdiği yeni siyaset yapma biçimi tartışllacak.İkincisi, yeni-sağ anlayış doğltusunda yerleştirilmeye çalışılan yapısal uyum politikaIannın ve devleti ve kamusal yaşamı yeniden yapılandırmayı hedefleyen yasal-kurumsal düzenlemelerin karar alma süreçlerin toplum dışında korunaklı bir alana yerleştirmek anlamında siyasetten anndırmaya yol açtıgı ileri sürülecek.

The hitherto political condition of Turkey can be defııied as a depoliticization process. Depoliticization may be described as removing the social groups from the decision making processes on, the one hand and referring theplacing of all kind of political processes, related with the regulation of social relations, far away from the society on the other hand. in this study, the depoliticization process in Turkey is tried to be evaluated in the context of modemisation theory/postmodemism continuity. , - in the first part of this study, an assessment on the theoretical substructure of the depoliticization process is tried to be represented. in the second part, the practical dimension of this process wilI be evaluated with special reference to political outcomes of new-right economic policies.In doing this, first, new ways of making politics which are formulated as a reaction to new-right policies. will be discussed. -hı other words, the political reactions of unemployed and poor social groups wiII be analysed with reference to the depolitisation process. Secondly, it will be argued that neo-liberal structural adjustment policies and legaland institutional regulations aiming to restructure the state and the public sphere open way to depoliticization in the sense that political decision making processes are placed far away from practices of social control.
