Kimlik tartışmaları işığında türk dil politikası

Bu çalışma. Cumhuriyet dönemi Türk dil politikasını ve Kemalist modernisıier ile Türk-islam gelenekçilerinin siyasal davranışlarını irdelemeyi amaçlamaktadır. Keza, devleti siyasal analizlerin merkezine oturtan siyaset bilimindeki ortodoks yaklaşımlara karşın; bu çalışma norm ve kimlik odaklı hareket eden el it gruplarını analizlerin merkezine oturtmak kaydıyla, yeni bir teorik açılım getirmeyi amaçlamaktadır. Bu bağlamda,Türk dilinin hala konsolide bir dil haline gelemediği ve dilin şekillenememesinde modernist Kemalistler ilc gelenekçi Türkçü ve İslamcı gruplar arasındaki narın ve kimlik bağlamlı tartışma ve çatışmaların, oydaşmaya varamayan ve karşılıklı birbirlerini dışlayan davranışlarının en önemli nedenler olarak karşımıza çıktığı ortaya konulmaya çalışılacaktır.

This study analyzes the language policy in Turkeyand ıhe poliıical behavior of the propanenıs of the language reform, Kemalisı modernisıs and opposing groups, Turko-Islamic traditionalisıs. it alsa aims lO suggest a new theoretieal perspective in tbat, unlike orthodox theories of the field that posit the sıate to tlıe eenıer stage in politieal analyses, it holds thar (he best way ıo understand the politieal phenomena is ıo place national aetors acting based on their norıns and identities at eenıer stage. In this regard, ii is argued that the Turkish language is yeı to be consolidated and that the clash of norms and identities, lack of compromise, and mutual exclusion of Ihe 'others' among the domestic actors, namely among Kemalist modernists and Turko- Islamic traditionalists, are the most importanı causes for the catastroplıic nature of ıhe Turkish language. This study will consist of four parts. The tırst part examines the modernisı language policy thal was shaped through Kemalist norms and idenlily during the single-party cra. The second part analyzes the traditionalist norms and identity(s) and explores the reasons hehind Turkist-nationalist and Islamist challenges to the modemist reform mavement. The third part is ahout the clash of modernist and traditionalist norms and identities in ıhe multi-party cra and investigates tlıe uncel1ainty and turmail of the modernist reform mavement during the period from 1950 to 1983. The forth part analyzes Ihe shift that occurred in 1983, when Ihe Turkish Language Socieıy was nationalized and its control passed from modernists to Turkistnationalists and explores the new traditiona!ist policy measures hased on their norms and idenıity heing implemented in this cra. The study ends with a concluding remark.
