Kamusal alan ve toplumsal hareketler / public sphere and social movements

Kamusal alan üzerine yapılan tartışmalar özellikle 1980’lerden sonra oldukça artmıştır. Bu tartışmalarda toplumsal hareketlerin kamusal alandaki yeri ve işlevi meselesi ise her zaman önemli olmuştur. Bu çalışma, kamusal alan kavramı ile toplumsal hareketler ilişkisini anlamaya yönelik bir çabadır. Bu amaçla ilk olarak Habermas’ın kamusal alan ve kamuoyu kavramlarının, devlet ve toplum arasında demokratik ilişkilerin kurulmasına katkısı tartışılacaktır. İkinci olarak ise, Habermas’cı kamusal alan anlayışı çerçevesinde toplumsal hareketlerin yeri değerlendirilecektir. Habermas’ın kamusal alan kavramının tek, özerk, hegemonik, ulusal ve kuşatıcı olduğu, tersine, toplumsal hareketlerin ise alternatif/karşıt kamular yaratabildiği, dolayısıyla çoğul kamuların bulunduğu söylenebilir. Alternatif bir kamusal alan ise ancak sınıf temelli toplumsal hareketler ile kültür/kimlik temelli toplumsal hareketler arasındaki ittifaklarla etkili olabilir.

The discussions on public sphere have fairly increased especially after 1980s. At these discussions, the issue of the place and the function of social movements in public sphere has always been important. This study is an attempt to comprehend the relationship between the notion of public sphere and social movements. At this aim, firstly, the contribution of Habermasian public sphere and the notion of public opinion to the establishment of the democratic relations between the state and the society will be discussed. Secondly, within the framework of Habermasian public sphere notion, the place of social movements will be evaluated. While it can be said that Habermasian public sphere notion is hegemonic, singular, autonomous, national and overarching, conversely, the social movements can create alternative/counter public spheres, therefore, there are multiplicity of publics. An alternative public sphere can be effective in the alliances between the social movements based on class and the social movements based on culture/identity.
