Bu makale, çok yaygın bir sosyal seçme kuralı olan Çoğunluk Yöntemi'ni ele almakta ve bu yöntemin bireysel tercihlere saygıda gösterdiği birtakım zaaflara işaret etmektedir. Bu zaafların başında, elernede çoğunluğa saygı ilkesinin ihlali gelmektedir: Çoğunluk Yöntemi, toplumun salt çoğunluğu tarafından en kötü olarak addedilen bir seçeneği seçebilmektedir. Bunun doğal sonucu olarak, Çoğunluk Yöntemi'nin bir Condorcet mağlubunu, yani ikili karşılaştınnalarda diğer bütün seçeneklere karşı salt çoğunlukla yenilen bir seçeneği de seçmesi mümkündür. Bir başka deyişle, Çoğunluk Yöntemi, Condorcet tutarlı bir sosyal seçme kuralı değildir. Buna rağmen, bireylere tercihlerini doğrudan sormak suretiyle uygulanması halinde, farklı sonuçlara yol açabilmektedir. Hatta öyle ki, böyle bir uygulamanın yol açacağı oylama oyununun kuvvetli (Nash) dengeleri sonucunda seçilecek seçenekler, Condorcet galipleriyle denktir. Başka bir deyişle, toplumdaki bireysel tercihler ne olursa olsun, bu oylama oyununun her kuvvetli dengesi bir Condorcet galibinin seçilmesin~ yol açmaktadır. Keza, her Condorcet galibini de bu oylama oyunun bir kuvvetli dengesi sonucunda elde etmek mümkündür.

We consider the rlurality Rule which is a commonly used social choice rule, and point to ils various deficiencies in respeeting individual preferences. A most important example of these is the violation of the respect of majority in ellmination: the Plurality Rule can choose an alternative which is considered as the worst by a strict majority. As anatural consequence, the Plurality Rule can chaose a Condorcet loser, i.e., an alternative which loses against all other alternatives in pairwise majority comparisons. Hence, the Plurality Rule is not a Condorcet-consistent social choke rule. Nevertheless, it can lead to different results, when implemented by a direct mechanism where the rlurality Rule ilself is instituted as the outcome function. Indeed, at any preference profile, the set of strong (Nash) equilibrium outcomes of the voting game induced by this direct mechanism coincides with the (possibly empty) set of Condoreet winners.
