Yerel siyasetin liderleri olan belediye baskanlarına yönelik hizmetkâr liderlik ölçegi uyarlama çalısması

Bu çalısma, Türkçe yazına, yerel siyaset liderleri olarak kabul edilen belediye baskanlarının hizmetkâr liderlik davranıslarının ölçümüne yönelik bir ölçek kazandırma amacıyla yapılmıstır. Hedef kitle (evren), TRB-1 Bölgesi’nde yer alan illerin (Elazıg, Malatya, Bingöl, Tunceli) merkezlerinde yasayan seçmenlerdir. Çalısma, “ölçülecek tutumun (özeligin) tanımlanması, deneme ölçeginin düzenlenmesi ve deneme uygulaması, deneme ölçeginden elde edilen verilerin analizi” asamaları izlenerek tamamlanmıstır. Öncelikle, hizmet kalitesi ve belediye hizmet kalitesine iliskin yazın taramasından sonra ölçekle ilgili madde havuzu olusturulmustur. Madde havuzu, uzman görüsüne sunulmus ve akabinde hedef kitleden bir grupla tartısılmıstır. lerleyen adımda ise pilot uygulama yapılmıstır. Pilot uygulamadan elde edilen ham veriler; betimleyici testler, güvenilirlik testi, “maddetoplam korelâsyonu testi”, alt-üst %27 fark testi” ve “dogrulayıcı faktör analizi” ile analiz edilmistir. Sonuçta, ölçegin dört faktörden olustugu ve bu dört faktörün toplam varyansın %49,42’sini açıklayabildigi bulgusuna erisilmistir. Ölçegin geçerlilik ve güvenilirlik açısından kabul edilebilir sınırların içerisinde oldugu görülmüstür.

The present study was conducted in order to provide the literature of Turkish local politics with a scale for measuring the public service leadership behaviors of mayors who are thought of as local political leaders. The target population of the study is the electors who live in the cities located in the TRB-1 region (Elazıg,
Malatya, Bingöl, Tunceli). The study was completed after the processes of defining the attitudes to be measured, preparing the trial scale, trial application and the analysis of the data obtained from the trial scale. Firstly, a pool of items concerning the scale was formed after a review of the literature concerning service quality and
municipality service quality in particular. The item pool was presented to experts; and then discussed with a group from the target population. In the next step, a pilot application was made. The raw data obtained from the pilot application were analyzed with descriptive tests, a reliability test, a “item-total correlation test”, a lowerupper 27% difference test and confirmatory factor analysis. As a result, it was concluded that the scale consisted of four factors (confidence, strengthening, service, vision) and these four factors explained 49.42% of the total variance. It was found that the scale was within acceptable limits in terms of validity and reliability.
