Some changes are observed in the hierarchy of requirements of social communities in the new word order. Physiological requirements of the people, who occupy the high ranks of the society, have been varied and changed while they still keep protecting their existence amongst the lower ranks. Individuals have started to follow up various and different paths in order to satisfy their requirements which have been varying as per this social community understanding. People might behave differently to fulfill their own individual requirements. Starting of the people, who has reached a lawful age, to be able to meet their own needs, and giving up from the family support, might be considered a path which has been chosen to satisfy their own requirements. Apart from this, self-management affords of the regions, which have enough population ( enough population expression is used here to describe a population who are able to earn an income to enable the forming their own budget) to fulfill the communal requirements , are also being observed. Generally, providing social wealth of the people and community within the borders is what it lies in the definition of Social Community expression. In our today’s world, providing social wealth to their citizens is the sole purpose of all the states in the world. The states of the world are struggling to increase the social wealth of their fellow citizens through central or local administration mechanisms today. But, which requirements should be fulfilled by which administrations have not been clearly set forth, or the ones who pay the cost of the services and benefit from them have always been different regardless how good the services have been defined and underlined.
