Yeni bin yılın yeni eğitim merkezleri (oçemler) ve otistik bireylerin eğitimi

Bilginin öne çıkacagı ve insanın hizmetine sunulacagı umudu ile yeni bir bin yıla girdik. Bu çagda “Egitimde Kaybedilecek Fert Yoktur” ifadesinin daha çok anlam kazanacagı düsüncesi ile, özel egitime yönelik çalısmalardan otistik bireylerin egitimini ele aldık. Milli Egitim Bakanlıgı otistik bireyler için “Otistik Çocuklar Egitim Projesi”ni uygulamaya koydu. Bu makalenin amacı; bu projeyi irdelemek ve kısaca otizm hakkında bilgi vermektir. Proje geregi büyük illerden baslamak üzere “Otistik Çocuklar Egitim Merkezleri” açılmaya baslamıstır. Bu merkezler için personel yetistirilmis, norm kadro yönetmeligi ile iki otistik çocuga bir ögretmen verilmesi saglanmıstır. Çagdas ve esnek bir egitim programı hazırlanmıstır. Her ne kadar ülkemizdeki otistik birey sayısı tespit edilememisse de Dünya Saglık Örgütü’nün (WHO) verileri ısıgında; ülkemizde 90.000 otistik birey oldugu varsayılmaktadır. Bunun 40.000’i okul öncesi ve ilkögretim çagında oldugu kabul edilebilir. Eldeki sayılar kurumlara basvuran ve tanı konulan bireyleri ifade etmektedir.

Ours is an information age that will serve humankind in the new millennium. It is hoped that “All children can learn, all means all” philosophy will be strengthened in this era. The purpose of this paper is to examine “education of autistic children project” initiated by the Ministry of National Instruction. As a result of the project, centers have begun to open one by one starting from large urban areas. Training Programs have already underway in order to fill the positions in the centers. According to the regulations, a teacher is appointed to every two autistic children. A flexible and contemporary institutional program has been developed. Even though the number of autistic children to be served is unknown and the estimates related the numbers are not reliable. World Health Organization estimates that there are 90,000 autistic individuals in Turkey and 40,000 of them are between 3 to 14 years old. To estimates related to size of autistic population to be served, applications of parents and diagnoses of experts are used.
