Küresel yoksulluğun öteki yüzü:yeni yoksulluk ve sosyal dışlanma

Küreselleşmenin ekonomik boyutunu ifade eden küresel ekonomik düzen, özellikle yoksul ülkelerde baskıcı rejimleri güçlendirerek, yolsuzlukların ve yoksunlukların yaygınlaşmasına yol açan bazı önemli sonuçlar doğurmaktadır. Kaynakların ve üretimin küresel sermaye aktörlerinde toplanması sonucu ortaya çıkan mutlak yoksullaşma, küresel yoksulluğun sadece bir yüzünü yansıtmaktadır. Küresel kapitalizmin neoliberal politikalarla desteklenmesiyle şekillenen “tüketim kültürü”nün bir sonucu olan “yeni yoksulluk” ise küresel yoksulluğun diğer yüzünü oluşturmaktadır. Kapitalist süreçte ortaya çıkan mutlak yoksulluğun, devletin ve sivil toplumun uygulayacağı istihdam politikaları ve sosyal güvenlik tedbirleri ile telafi edilebilme ihtimali varken, yeni yoksulluk olgusu daha yerleşik, derin ve psikolojik boyutlu sorunlar sarmalına dönüşmektedir. Bu çalışmada küresel yoksulluğun yeni özellikleri ele alınacaktır. Bu kapsamda küresel yoksulluğun mutlak yoksulluk olarak ortaya çıkan özellikleri ve küresel yoksulluğun öteki yüzü olarak tanımlanan yeni yoksulluk biçimi tartışılacaktır. Küresel yeni yoksulluk tartışmalarında öne çıkarılan konu ise, “sosyal dışlanma” ve yeni özellikleriyle “yoksullukla mücadele” biçimleri olacaktır.

The economic aspect of globalization namely global economic order gave rise to the emergence of some factors that prompt poverty through supporting the oppressive regimes in the poor countries. Absolute poverty, as a result of the accumulation of the sources and production in the hands of global capitalist actors, corresponds to only one side of global poverty. However, ‘new poverty’ resulted from ‘consumer culture’ shaped by neoliberal policies of the global capitalism. Though absolute poverty caused by capitalist process is likely to be compensated through employment and social insurance policies carried out by both the state and civil society, the fact of new poverty with a deep psychological aspects turns into a much more problematic puzzle. In this paper, new characteristics of the global poverty are tackled; global poverty manifested as absolute poverty and the form of new poverty widely known as the other face of global poverty are discussed. In the frame of global new poverty, ‘social exclusion’ and ‘alleviating poverty’ with its new characters are mainly emphasised.
