Türkiye\'de yabancı sermayeli mevduat bankalarının veri zarflama yöntemi ile etkinlik analizlerinin yapılması

Vergi afları gelişmiş ve gelişmekte olan ülkelerde yaygın olarak kullanılmaktadır. Kısa dönemde vergi gelir tahsilâtlarını artırma ve vergi idaresinin ve yargının yükünü hafifletme gibi önemli olumlu etkileri vardır. Uzun dönemde ise, vergi aflarının vergisel uyumu azalttığı savunulmaktadır. Ancak aftan sonra güçlendirilmiş vergi uygulamasına geçilmesi durumunda vergi uyumundaki azalışın önlenebileceği yönünde bulgular da vardır. Türkiye'de hem mali hem de politik nedenlerle vergi aflarına sıkça başvurulmuştur. 2003 tarihli Vergi Barışı Kanunu en sonuncusudur. Vergi Barışı uygulaması farklı ölçütler ile vergi tahsilâtı açısından başarılı bulunmasına rağmen vergi aflarına yönelik temel eleştiriler söz konusu af için de geçerlidir.

Foreign capital investment is so important in nation’s development. Foreign capital investments are directed to countries which are generally stable and dependable in terms of political and economical conditions. From this viewpoint decisions and applications about financial issues in those countries are considered carefully by foreing investors. Financial institutiions are seen as good sample in countries where investments are made. Foreign capital cares profitability as well as risk. Profitability is related with efficiency and productivity. Processes that are efficient and pruductive can also bring profitability. Financial efficiency of foreign owned banks are seen as fundamental to attract foreign capital to domestic country. On the other hand deposit banks that are private capitalized in Turkey are invigilated and bought by foreign investors. This case implies that Turkish deposit banks are being alienated. Many methods are used to measure and analyze performance, efficiency and productivity in organizations. One of them is Data Envelopment Analysis(DEA)which is used frequently and successfully in efficiency measurement based on input/output. In this study, with aim of measuring efficiency of foreign capitalized deposit banks, input and output set is developed to analyse with spesific items of balance sheet and income sheet of the mentioned banks. After that, with the help of these datas, efficiency levels of foreign capitalized banks are tried to determine applying data envelopment analysis.
