Kuruluş yeri seçim problemlerinde çok kriterli karar verme yöntemlerinin kullanilmasi ve bir uygulama

Üretim / işlemler yönetimi kapsamında önemli yer tutan kararlardan biri olan kuruluş yeri seçim kararları aynı zamanda; sonuçları nedeniyle işletmelerin başarı, performans, karlılık ve rekabetçi yapıları üzerinde önemli etkiler bırakabilecek stratejik kararlar arasında kabul edilmektedir. Bu tip kararlar, yüksek miktarda sermayenin yapılacak yatırıma bağlanmasıyla müteallik olduklarından, hata payının olabildiğince azaltılması ek mali külfetlerin önüne geçilmesi için son derece kritik bir konudur. Kuruluş yeri seçimi gibi stratejik kararlar çoğu durumda birbirleriyle çelişen, pek çok kriterin dikkate alınması gereken kararlardır. Bu özellikleri nedeniyle, bu tip kararlarda tüm değerlendirme kriterlerini değerlendirme sürecine dahil edecek yöntemlerin kullanılması gerekmektedir. Bu çalışmada, adı geçen bu yöntemlerden; Bulanık VIKOR ve Bulanık TOPSIS yöntemlerinin kuruluş yeri seçim problemlerinin özel bir türü olan havalimanı kuruluş yeri seçimi probleminde uygulanabilirliği araştırılmıştır. Yöntemler gereği; karar vericilerin değerlendirmelerinin, çözüm sürecine dahil edilebilmesi maksadıyla yamuk bulanık sayılar kullanılmış; problem her iki yönteme göre çözülmüş ve sonuçlar karşılaştırılmıştır.

The decision of selecting the place of incorporation one of the significant decisions within the scope of production / transactions management is deemed to be one of the strategic decisions that may have significant effects on the success, performance, profitability and competitive structures of enterprises due to its results at the same time. Since these sorts of decisions involve assigning high amount of capital to the investment to be made, minimization of error probability as much as possible is an extremely critical issue for preventing additional financial burdens. Those strategic decisions including selecting the place of incorporation are such decisions which usually conflict with one another and which require considering several criteria. Due to these characteristics such methods that would include all assessment criteria in the assessment process should be used for those decisions. In this study, applicability of the methods of Fuzzy VIKOR and Fuzzy TOPSIS, two of the abovementioned methods in the problem of selecting the place of incorporation of airport, which is a special type of the problems of selecting the place of incorporation was investigated. Inclined fuzzy numbers were used for the purpose of including the decision makers’ assessments in the solution process as required by the methods; the problem was solved using both methods and the results were compared.
